Ubers and assorted 15 studs

I logged some time over the last 5 days pounding on 15 and the uber area.

I think in trying to deal with the "dry shiva" issue you may have opened a new can of worms.

Basalisk has a booby prize or two. Same with Loki & Shiva.  Each one of these has a burnable or two or 3 that you get in lieu of a hard item.

Aeldu, Reaper and some of the lesser studs seem to give 1 consolation prize at a significant rate.

HADES, Inanicale & Vampire Dragon all seem to either HIT (and give you something nice) or miss and have nothing at all.

In all cases, the new Elite Weapon table (or however you have it set up) is getting called too often.  In +/- 20 Uber trips over a 48 hour period, I managed to score 7 elite weapons... Reaver's Blade and Cuthbert's Hammer (2 each) Shadow Knife, Gyre's Falchion, Sword of the Twelve.  If I keep pounding the ubers (still trying to find WS,HB, HM and some other assorted stuff) I am going to have a serious glut of top end weapons laying about.

I would suggest that your mindset of not having Ubers give "junk" items is detrimental to the game at this point.  Don't get me wrong.... I am not saying I have found everything ... (Scavvie, Mage, Healer, Sorc weapons are still missing) but the rate at which they are dropping tells me I will have a storage char full of them shortly.

At the same time, I am still needing Titan gear, RoL (they get destroyed at an amazing rate) and a surprising list of assorted non uber items.  So why not solve both problems at once.  Increase the chances of finding some of the more mundane items, and reduce the rate at which these Elite Weapons are dropping.  That doesn't mean you should be dropping Breath Takers and VF on a regular basis from the biggest mobs, but there is a lot of stuff that could fill up a drop table that would be useful.

You've made a great number of assumptions, some of which are totally off base.  When I went in and tried to deal with the dry SHIVA issue, I only made changes to the SHIVA encounters.  This is totally independent of the other uber encounters.  

That being said, the issue as you relate it is something I will look into.  My personal bias of not liking to get "Junk items" (BT, GER, SoW etc) from UBERS has led to this outcome.  It is pretty clear, and pretty predictable (in hind sight) and potentially much more undesirable than the "problem" I was trying to mitigate when I created the current structure.

To be perfectly clear--

I have not adjusted the drop rates of any mob except SHIVA in months. There is no "new" elite item table. Those items have been in the game and on the tables for a long, long time. The functionality of those tables has been improved by recent coding changes and our new totally cool random number generator... but otherwise, this stuff is the same as it has been.

Some problems call for a sledge hammer. Some for a scalpel.

I could use 1 of each please. What level are they found on?

Seriously, or at least more serious, I appreciate the operator intervention and oversight provided in this game by Dungeonmaster, Jude, Operator, etc. It certainly adds to the flavor of the game and that benefits all players. This monitor effect quickly identifies abnormalities and provides quick relief. This active partnership is only equaled by the generosity and friendliness of several players especially in helping learning the game.
