Cube of Onyx Empty Cube of Onyx

Found new item for me - Cube of Onyx. Says need 17 INT & WIS to use but it show that it doesn't do anything or change any stats. Kinda weird to find a new item that doesn't do anything. Is it incomplete, or intended that way?
