A few Item mods

In trying to beef up the lesser played guilds a bit--
I improved Sword of the Twelve, Sharur's Cutlass, Reaver's Blade, and the Mage and Wiz staffs.  In some cases att/def changed, in others it was either damage per swing or Crit/BS bonus changes.  Most of the changes were small, so don't expect to see DRAMATIC improvements. This change will go live later today.
