J shots still are wonky Empty J shots still are wonky

I just got a J shot from Flame devils.  This is something unique to this game.  But since I run Good/Neutral parties-- why are flame devils offering to join me?  and the game is still offering the J shot to everyone in the room, not just the char that "earned" the J shot.
